May 1st, Workers’ Day: once again this year, we have decided to celebrate this important holiday in the only way we know how, and that is by providing Italians with concrete answers, in particular those Italians who roll up their sleeves every day and contribute to our nation’s prosperity through their work.
On May 1st last year, as you may remember, we held a Council of Ministers meeting in this very room, during which we approved a very detailed decree with various measures to support workers, the most important being the labour tax cut for incomes up to EUR 35,000. Thanks to that tax cut, workers received up to EUR 100 per month more in their pay packets.
We then confirmed this measure for the whole of 2024 in our Budget Law. We made this choice in order to defend workers’ purchasing power, especially that of the lowest earners, at a time of high inflation.

Italy’s Council of Ministers met on Monday, 16 October 2023, at Palazzo Chigi under your chairmanship to discuss the draft 2024 budget law and program. The Council approved a draft bill containing the State budget forecast for the financial year 2024, the multi-annual budget for the three-year period 2024-2026, and the update of the Draft Budgetary Plan (DPB).
Amongst the measures announced in a press release issued by the Council of Ministers are a substantial reform of the beneficial tax regime for Expatriate Workers and the introduction of a similar type of relief for companies that move their activities to Italy. It is now confirmed that this draft bill has been amended and passed. Has it now become a law?
