Today it was possible to deny the existence of US unhealthy food in Russian. Well it was reasonable for Russia to extinguish as a serious area for Russia’s focus on healthy foods.
Although, many countries now deny its growth and importance which is an existing trend towards increasing focus on health across country’s policies.
At least a clear scope of the potential and real Russian role on healthy food has prompted important changes in what they choose to eat rather than what they choose to sell to make profit.
Background
It appears that the Law was passed in line with the statement made in September 2015 by the Vice-Chairman of the Russian Federation Cabinet of Ministers that the Government intended to stop production of food with genetically modified elements. (State Duma Passed a Law Banning GMOs, NEWSRU.COM (June 24, 2016) (in Russian).) The current legislation had allowed the use of genetically modified seeds in agriculture and required special labelling of food that was produced with GMOs. (Federal Law on State Regulation in the Field of Genetic Engineering No. 86 of July 5, 1996, CONSULTANT.RU (in Russian).
Russia: Full Ban on Food with GMOs
(July 1, 2016) On June 29, 2016, the Federation Council of the Russian Federation Federal Assembly (the upper chamber of the legislature) adopted the Federal Law on Amending Legislative Acts of the Russian Federation in Regard to Improvement of State Control in the Field of Genetic Engineering. The new Law imposes a ban on food stuffs produced using genetically modified plants or animals. As stated in the new Law, the legislation “strengthens measures aimed at monitoring of all types of activities associated with GMOs, preventing release of GMOs into the environment, and ameliorating the consequences if such a release occurs.” (Law, art. 1(1).) Among the federal laws amended by the new Law are the Law on Seed Production and the Environmental Protection Law. Provisions prohibiting “any use of seeds derived from through genetic modification, including those that cannot reproduce or transfer inherited genetic material,” and “reproduction of animals whose genetic program has been changed by using genetic engineering methods’ ‘ were added to these acts. The only exception is made for experimental research work. (Id. arts. 2 & 3.)
The new ban, which received expressions of support and approval from the legislative assemblies of eight Russian provinces, will enter into force as soon as it is officially published. (Id.)
Registration of GMOs
Because the introduction of GMO registration procedures had been postponed until July 2017, however, there was a de facto moratorium on production of genetically modified food and punishment for violation of rules regulating GMO production was not foreseen. Advocates of the ban claim that implementation of this legislation will allow Russia to produce the cleanest agricultural products in the world (id.), while its opponents state that this ban favours the current Russian agricultural lobby, which is not interested in the development of new technologies and is afraid of competition in world markets. What are the threats caused by GMO Food? And what are the new “unexpected effects” and health risks posed by genetic engineering.

TSASI:
A significant percentage of processed foods purchased today contain some genetically engineered (GE) food products. As a result, each day, tens of millions of American infants, children and adults eat genetically engineered foods without their knowledge. Consumers have no way of knowing what foods are genetically engineered because the U.S. Food and Drug Administration (FDA) does not require labeling of these products. What’s worse, the agency also does not require any pre-market safety testing of GE foods. The agency’s failure to require testing or labeling of GE foods has made millions of consumers into guinea pigs, unknowingly testing the safety of dozens of gene-altered food products.
The FDA, in its response to a lawsuit filed by the Center for Food Safety in 1998, admitted in court that it had made “no dispositive scientific findings,” whatsoever, about the safety of genetically engineered foods. In other words, the FDA has given the biotech industry carte blanche to produce and market any number of genetically engineered foods without mandatory agency oversight or safety testing and without a scientific showing that these foods are safe to consume.
Six Potential Human Health Concerns:
Genetically engineered foods are different from other foods. Genetic engineering allows, for the first time, foreign genes, bacterial and viral vectors, viral promoters and antibiotic marker systems to be engineered into food. These genetic “cassettes” are new to the human diet and should be subject to extensive safety testing.
Instead, in 1992 the U.S. Food & Drug Administration (FDA) ruled, without any scientific basis, that genetically engineered foods present no different risks than traditional foods. FDA’s own scientists ridiculed this unscientific agency view of genetic engineering.
“What happened to the scientific elements in [the] document?,” one asked. FDA scientists consistently stated that “[t]here is a profound difference between the types of unexpected effects from traditional breeding and genetic engineering.
This difference should be and is not addressed.”Environmental concerns include : the risk of outcrossing, where genes from GMO foods pass into wild plants and other crops. a negative impact on insects and other species.
